On the morning of July 13, the Guangzhou Municipal People's Government Information Office held a special press conference on smart city construction (the 72nd session in 2022). Liang Wenqian, deputy director of the GZ,Municipal Affairs Service Data Administration, introduced at the press conference introduced at the press conference that the "14th Five-Year Plan for Guangzhou's Smart City Construction Based on the City Information Model" plans that Guangzhou will fully apply basic platforms such as the City Information Model (CIM), continue to improve the digital twin city development, solidly promote the construction of new smart cities, and to improve urban governance efficiency.

To ensure the implementation, “The Plan" has formulated a total of 22 detailed main development indicators in six aspects, including the integration of CIM platform with the municipal smart city platform, the development of application scenarios for CIM-based smart city construction, the CIM's smart project management applications, CIM-based smart community park construction, CIM-based smart infrastructure construction applications, CIM and related key industry development.

The construction of key industries involves three aspects:

 First, the development of the CIM core software and hardware industry. 

Secondly, is to focus on the development of the CIM+ intelligent construction industry, the transformation of the CIM+ intelligent community, meanwhile actively cultivating the CIM+ old community renovation industry. 

The third is to accelerate the development of CIM + intelligent municipal infrastructure industry. For instance: to promote the integration of CIM and intelligent networked automobile industry, the development of the CIM + smart light pole industry, the promotion of the CIM + smart parking industry, and the active promotion of the CIM + smart car networking industry.

 According to “The Plan", the development of smart city during the "14th Five-Year Plan" period can be divided into three stages. Among them, 2021 is the first year, and 2022 to 2024 is crucial phase for the comprehensive promotion of various key tasks. The year 2025 is the final year of the "14th Five-Year Plan", all key tasks are expected to be successfully completed.
